Client Alert: Governor Murphy Signed Law Extending State Oversight of Atlantic City Until December 1, 2031, and Expanding State’s Oversight Powers in Atlantic City

On January 20, 2026, Governor Phil Murphy signed Bill S4845 into law as P.L.2025, c.324. This new law extends state oversight of Atlantic City pursuant to the Municipal Stabilization and Recovery Act, P.L.2016, c.4 (C.52:27BBBB-1 et seq.), for an additional six years, through December 1, 2031.

The law also expands the powers of the Director of the Division of Local Government Services within the Department of Community Affairs, authorizing the Director to realign and reorganize Atlantic City’s Zoning and Planning Boards in order to enhance and streamline the City’s redevelopment process, and to designate a master redeveloper.

At this time, the precise manner in which the Zoning and Planning Boards may be reorganized, as well as the scope and role of any designated master redeveloper, remains unclear.
