A partner with Cooper Levenson and Co-Chair of the Gaming Law Practice Group, Lynne Levin Kaufman concentrates on complex land-based casino law, iGaming and sports wagering law, and mergers and acquisitions in the gaming industry.

Atlantic City’s newest casinos  across the nation select Lynne as counsel to guide them in all gaming matters, from the pre-development and pre-construction stages until opening day. Large casino companies, igaming companies, and sports wagering companies entering new jurisdictions turn to Lynne to draft proposed statutory language and regulations.

Experience

Lynne Levin Kaufman has been practicing gaming law full-time for decades, first as in-house counsel to a publicly-owned New Jersey casino company, then joining Cooper Levenson. Lynne’s clients include land-based casinos, interactive gaming operators, sports wagering operators, lottery courier services, gaming manufacturers, technology and content providers, financial institutions, private equity firms, nightclubs and payment processors.

Lynne’s practice encompasses all aspects of gaming law, including licensure, regulatory compliance, appearances before regulatory bodies,  drafting financing documentation and obtaining required approvals, contract drafting, policy/plan drafting and transactional work. Lynne has significant experience regarding gaming mergers and acquisitions and complex financing transactions, and her clients rely on her for strategic advice. In addition to representation of public companies, she also represents privately owned casinos and their owners.

Lynne’s interactive gaming and sports wagering clients depend on her to guide them through the multijurisdictional licensing and go-live requirements of new jurisdictions, and to provide legislative and regulatory input to help shape the law, regulation and policy.  She also advises clients regarding pari-mutuel betting, skilled gaming and promotional sweepstakes and contests. She  guides her land-based, igaming and sports wagering clients through the gaming laboratory approval process.

She is a graduate cum laude of the University of Pennsylvania where she received her B.A. in 1982 and a graduate of Villanova School of Law, where she received her J.D. in 1985.

Lynne was admitted to the Bar in Pennsylvania in 1985 and to the United States District Court in New Jersey in 1986.
